Phase I & II Environmental Site Assessments Across NY State
The purpose of a Phase I Environmental Site Assessment (ESA) is to reasonably identify ASTM defined Recognized Environmental Conditions (RECs), and to conduct all appropriate inquiry (AAI) into the previous ownership and uses of the subject property. RECs are defined as: (1) the presence of hazardous substances or petroleum products in, on, or at the subject property due to a release to the environment; (2) the likely presence of hazardous substances or petroleum products in, on, or at the subject property due to a release or likely release to the environment; or (3) the presence of hazardous substances or petroleum products in, on, or at the subject property under conditions that pose a material threat of a future release to the environment.
The ESA provides information to the lending institution, current property owner, potential purchaser, or other interested party of environmental conditions which may influence the transfer of property.
Phase I Environmental Site Assessment
Phase I ESAs conducted by C.T. Male Associates are performed in accordance with ASTM E-1527-21 standards; however, the scope of the Phase I ESA can be expanded to meet the client’s specifications. The following work tasks are included:
- A site reconnaissance
- Interviews with subject property representatives
- Review of municipal property records
- Review of historical documents
- Review of federal and state agency databases
- Preparation of report documenting findings
Phase II Environmental Site Assessment
If RECs are identified in the Phase I ESA, at the client’s request, C.T. Male will develop a Phase II ESA scope specifically tailored to the subject property conditions for the client’s review and acceptance. Although no Phase II ESA is the same, it typically may involve:
- Ground Penetrating Radar (GPR) Survey and/or Geophysical Survey
- Surface soil and/or surface water/sediment sampling and laboratory analysis
- Subsurface Investigation (soil borings/test pits) with soil/groundwater sampling and laboratory analysis
- Groundwater assessment including installation of monitoring wells with groundwater sampling/laboratory analysis
- Vapor Intrusion Assessment
For those clients that may only need a cursory review of a site, C.T. Male Associates can perform a Transaction Screen Assessment (TSA) of a site. TSAs are conducted in accordance with ASTM E-1528-22 standards.
