STORMWATER MSGP PERMIT UPDATE
The New York State Department of Environmental Conservation (NYSDEC) has finalized the SPDES Multi-Sector General Permit (MSGP) for Stormwater Discharges Associated with Industrial Activity (GP-0-17-004), which became effective on March 1, 2018. Permit GP-0-17-004 replaces the previous permit GP-0-12-001.
Facilities must have a Stormwater Pollution Prevention Plan (SWPPP) that meets the requirements of this new permit. If a facility already has a SWPPP, it will need to be reviewed and updated as necessary, to comply with the new permit.
Facilities covered under this permit will need to submit a Notice of Intent (NOI) to the NYSDEC before May 30, 2018 to continue coverage under the permit GP-0-17-004. The NOI needs to be submitted to the NYSDEC after the SWPPP for the facility is completed.
An important change to note in this new MSGP is that it increases the frequency for Benchmark and Numeric Effluent Limit monitoring and reporting from once per year in GP-0-12-001 to twice per year in GP-0-17-004.
The new MSGP (GP-0-17-004), Fact Sheet and Responsiveness Summary detailing the changes to the permit from the previous version of the permit can be found on the Department’s website at http://www.dec.ny.gov/chemical/9009.html.
